The Affordable Care Act (ACA) Timeline Is On Track

With the delay of the “pay or play” provision to January 1, 2015, there has been an increase in concern over what else is being delayed. The answer is that the core elements of ACA will take effect as planned, so employers need to be ready. October 1, 2013 still marks the beginning of open enrollment in the health exchanges.

In recent House of Representative committee hearings on ACA, there has been discussion around how smooth the exchange rollout will be, whether employers are reducing hiring and/or hours due to ACA, and union leader concern that certain portions of the Act will make their current plans prohibitively expensive.

So yes, there have been delays on elements of the ACA. However, for the most part, ACA is on track to take effect as scheduled.
