Focusing on hours-of-service compliance.

The Commercial Vehicle Safety Appliance (CVSA) will conduct the International Roadcheck from June 5-7, 2018. Commercial motor vehicle inspectors will conduct thorough inspections of commercial motor vehicles and drivers in jurisdictions across North America over the 72-hour period. The focus of International Roadcheck 2018 will be on hours-of-service compliance.

What is International Roadcheck?

With approximately 17 trucks and buses inspected every minute in jurisdictions across the United States, Canada, and Mexico, International Roadcheck is the largest targeted enforcement program on commercial motor vehicles in the world. More than 1.5 million roadside inspections have been conducted during annual campaigns since the program’s beginning in 1988.

International Roadcheck is a CVSA program conducted in participation with the Canadian Council of Motor Transport Administrators, Transport Canada, The Secretariat of Communications and Transportation (Mexico) and the U.S. Federal Motor Carrier Safety Administration.

Hours-of-Service Focus

According to the CVSA President Capt. Christopher Turner, “The top reason drivers were place out of service during 2017 International Roadcheck was for hours-of-service violations. Thirty-two percent of drivers who were placed out of service during last year’s three-day International Roadcheck were removed from our roadways due to violations related to hours-of-service regulations. It’s definitely an area we need to call attention to this year.” Capt. Turner also pointed out that the electronic logging devise mandate placed a spotlight on hours-of-service compliance and felt that 2018 should provide a focus on these regulations.

Level 1 Inspections

Along with the emphasis on hours-of-service compliance, inspectors will also perform full Level 1 inspections. The most thorough of the inspections conducted during International Roadcheck, a Level-1 inspection is a 37-step procedure which scrutinizes vehicle-related violations, driver compliance, and driver-related violations.

Driver inspection includes:

  • Commercial driver license (CDL)
  • Hours-of-Service compliance
  • Medical examiner’s certificate
  • Possible alcohol and drug use
  • Records of duty status (RODS) compliance
  • Seatbelt usage
  • Skill performance evaluation (SPE) certificate

Vehicle Inspection Includes:

  • Braking, electrical, exhaust, and fuel systems
  • Cargo securement, hazardous material, and cargo tank specification compliance
  • Coupling and lighting device operations
  • Driveline/driveshafts and steering mechanisms
  • Emergency exit and windshield wiper operations
  • Open-top trailer and van bodies
  • Suspension, hub, rim, tire, and wheel assemblies

Expecting that drivers are fully prepared

With full enforcement taking effect on April 1, the upcoming CVSA International Roadcheck puts special focus on hours-of-service compliance, demanding that drivers are fully prepared.
